Did the ones behind Tor make a Disclaimer, Terms & Conditions and other policies against illegal activities besides the ones that make things private? And that's what the cyber-criminals get for using this service for illegal activities and services of theirs! Their websites are shut down for good and they are being arrested for that and of course, many of the agencies have already known Tor and criticized it, saying that it has been used by cyber-criminals and other types of bad guys. It is true that even cyber-criminals are using this private network in addition to the good civilians like us. As if Microsoft's warning to us not to use this web browser is going to backfire in the future, the war between the spying agencies and Tor will still be on-going. There may be Blackphone by Silent Circle but thankfully, it doesn't have so much of momentum as being too popular may end up like Tor one day.
The original creators of Tor, US Naval Research Laboratory, must have made this for like private military protection against the enemies or something but then, it shouldn't have gone from military technology to a consumer-friendly one!
